REGULATIONS / INVITATION
1. INVITATION
The Government of Turkey and the Turkish Chess Federation (TCF), have the honour to invite all the ECU member Chess Federations to participate in the European School Chess Championship 2011 (under 7, under 9, under 11, under 13, under 15 and under 17 years old – open and girls) which will take place in Antalya, Türkiye, from 11th October (Arrival) to 19th October (Departure) 2011.
TCF aims to organize an excellent event with your participation.
2. PARTICIPATION
2.1 All players are obliged to stay in official hotels. If accompanying persons, coach and relatives need an invitation letter for visa from the organizer then they are also obligated to stay in the official hotels.
2.2 Access to playing areas, venues and the hotels will be allowed only to accredited people by the organization. No participant will be allowed to book directly in the official hotels. All bookings must be through the organizers.
2.3 Each National Federation or School Association or Schools may enter an unlimited number of players in each of the 12 age groups. In case that one girl group is less than 10 participants then it will be merged with the same open age group category.
2.4 Entitled to participate are players (Boys & Girls) who shall not have reached the age:
Of 7, by 1st January 2011 (date of Birth – January 1st, 2004 and after) – Tournament Under 7,
Of 9, by 1st January 2011 (date of Birth – January 1st, 2002 and after) – Tournament Under 9;
Of 11, by 1st January 2011 (date of Birth– January 1st, 2000 and after) – Tournament Under 11;
Of 13, by 1st January 2011 (date of Birth – January 1st, 1998 and after) – Tournament Under 13;
Of 15, by 1st January 2011 (date of Birth – January 1st, 1996 and after) – Tournament Under 15;
Of 17, by 1st January 2011 (date of Birth – January 1st, 1994 and after) – Tournament Under 17;
Upon arrival, captains or players may be requested to present the passports of their players for verification of age eligibility.
2.5 All participants should cover own accommodation and travel expenses by themselves (or; their federations, schools, sponsors). Delegations of players must be accompanied at least by an adult (chief, coach or parent), who is taking care about the travel details.
2.6 In order to provide appropriate tournament conditions, the Federations must complete carefully the official registration form (attached to this file) and send it back to the organizing committee by 15th September 2011. Any other form will not be accepted.
3. ECU ENTRANCE FEES
3.1 In accordance with the ECU regulations, an entrance fee of 20 € (Euros) is asked for every player and must be sent directly to ECU by the national Federation before the event either to their National Federation (proved by a receipt document) or to the Organizing Committee in Türkiye.
4. REGISTRATION & TRAVEL
4.1 The deadline for registration is 15th September 2011. After this date a penalty of 100 € (Euros) for each late registration will be charged to participants till 01st October 2011 latest. After this date, organizers reserve the right to refuse or decline late registrations or charge higher hotel costs for participants.
4.2 The registration form must include the Federation, FIDE ID, surname, first name, players’ category(age group and open or girls), international rating and FIDE title and the passport details of every player and every accompanying person. It must also include the name, details and phone number/ address/ fax/ email of the head of the delegation. An identity photo (2x3 cm) must also be sent for each player (guest, additional or qualified) and each accompanying person by 15th September 2011. The photo can also be taken on arrival at the Hotel at the cost of 3 € (Euros).
4.3 Each player and each accompanying person must pay to the organizing committee the amount of 100 € (Euros) at the moment of their registration (before 15th September 2011). This payment is compulsory and represents a confirmation of participation. This payment includes transportation from Antalya Airport to hotel, accreditation, identification badges and organization cost.
4.4 TRAVEL DETAILS. The venue is the Limra Hotel (*****) in Kemer, Antalya. The venue is 70 km west of Antalya Airport. Antalya is a tourism city very well known, and has a large number of charter flights from main points of Europe. Another way to come to Antalya is via Istanbul.
There are daily 20-30 flights connecting Istanbul Atatürk Airport to Antalya Airport. On the following web sites you may get more information for domestic flights in Turkey and you may make online registrations. We propose to our guests to book with Turkish Airlines, and arrive via Istanbul.
4.5 A player registered in a lower category of age due to a mistake in specifying his / her birthday will have his / her registration suspended until rectification.
5. PAYMENT
5.1 BANK TRANSFERS. When registering for any category, the above mentioned amount of 100 € (Euros) must be transferred to the following account:

All bank commissions should be paid by sender, although even if it is paid by the sender, there is usually a transfer cost on Turkish side (18 € (Euros) for each transfer), this will be charged to sender.
5.2. As soon as the payment transfer is confirmed, the organizing committee will send to the respective chess Federation the confirmation of the hotel reservations. Also all confirmed registrations will be declared on the official web site, where Federations may check their participants’ situation on a daily basis.
5.3 Players will not be paired until all the payments are effected to the organizers.
6. ACCOMMODATION
6.1 All inclusive (excluding alcohol) accommodation will be offered in the hotels in Kemer-Antalya booked by the organizing committee. In the hotel there will be free wireless connection in the lobby to all participants.
6.2 The accommodation charges must be paid in advance. The payment will be done only in Euros.
6.3 All accommodation cost will be paid for 8 nights as a total package plus registration cost for whoever will be coming on the 11rd October and leaving on the 19th October. If someone comes later or leaves earlier, they will pay also this cost as a total cost. If any participants will be arriving earlier or leaving later they will pay the difference of the nights mentioned below.

Rooms will be booked on the principle of FCFS (First Come First Served).
ALL PLAYERS ARE OBLIGED TO STAY IN OFFICIAL HOTELS AND BOOKINGS MUST BE VIA TURKISH CHESS FEDERATION.
7. TECHNICAL SUBJECTS
7.1 The tournament will be played according to the Swiss System in 9 rounds. National ratings will not be taken into consideration for the pairings.
7.2 Rate of play is 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move starting from move one.
7.3 Participants who have not confirmed their participation by Monday 12th October 12:00 will not be paired for the first round.
7.4 All tie break and medal rules will be declared with technical regulations.

9. JOURNALISTS
All journalists who wish to participate in the event may contact the organizers and should be accredited. The press room will have ADSL internet connection as well as other facilities.
10. STANDS
Anyone who wishes to rent a promotional stand on location should contact the organisers for rental conditions. No one will be allowed any promotional space (except ECU and Continental Unions) or to have a stand for merchandise or other services, without approval of the TCF.
11. INFORMATION ABOUT VISAS
11.1 The Federations or players who need assistance with their visas are asked to contact the Organizing Committee before 15th September 2011.
11.2 The Tournament Director will supply official letters of invitation only after all the payments are effected (registration and accommodation fees for every member of the delegation).
12. WEATHER CONDITIONS
In October, the weather of Antalya is warm and around 20-25º C, however there may be rain showers during this time. We propose to all participants to have a rain coat and some protective / warm clothing.
13. ELECTRICITY
The standard voltage in Turkey is 220 Volts. The plugs used for appliances are twin round plug.
14. CURRENCY & EXCHANGE
The local currency is the Turkish Lira. At the time of publication exchange rates are :

15. PRIZES-TITLES
15.1 . The first European winner in each open age category is the European School Champion for 2011 and the first European girl in each girl age category is the European Girl School Champions for 2011. They awarded with trophies and special
15.2 The champions of each category (12 categories) will receive a Netbook Computer. All 2nd places of those categories will receive Video Mp3/Mp4 Player. Third places will receive special chess set.
15.3 Other special gifts (books or toys) will be given to the 4th, 5th, 6th places.
15.4 Prize Giving Ceremony will be only for the top 6 players of each category, plus the youngest boy and the youngest girl in the tournament.
15.5 Three special trophies for country or school delegations of 5 participants, which will play at least in 2 ages groups (winners will be named according to the best 5 individual results).
